Dr Hill has managed to construct, together with the NWO, an operating system which is totally safe. It is mathematically proven (and verified) that this system *cannot* be broken from the outside; it is a mathematical impossibility. The NWO uses it as a defence against the Virtual Adepts, despite its drawbacks. It is very slow and unwieldy, and writing applications for it taxes the skills of the best programmers in the Technocracy. But safety before economics, as the NWO says.
